Water Loss measurements, which are carried out in DMAs are based on the Minimum Night Flow measured values. It would be perfect if these measurements could be performed continuously for a period of one year. However, most of water utilities in SEE are not able to perform measurements continuously, but only occasionally, Due to that reason, it is of particular importance to define the exact day when this measurement will be performed, in order to ensure that the flow contains the most of the real water losses. Taking into account that such results, obtained during measuring performed within the short period are usually incorrect, utilities as well consultants, choose cheaper and easier option as "top - down" approach is.

This document was created within the project Consulting Services for Institutional Support of Water Supply and Wastewater Utility Ulcinj, Republic of Montenegro funded by the German Bank for Reconstruction and Development KfW through employer Vodacom doo Tivat.

In order to be enable effectively water losses control, water supply system in Ulcinj should be divided into the DMAs soon. According to this proposal, water supply system should be divided into 11 DMAs. In each of DMA will be established permanently Flow and pressure measurement. Zoning proposal has made in accordance with the planned reconstruction (project which will include construction and pipelines replacement in Water Supply system in Ulcinj will launch soon).
